We are currently pausing acceptance of new Preliminary Eligibility Forms while we update our application process, forms and prepare for our next application cycle. We anticipate reopening the process on September 1, 2026.

Buyers for our Telegraph Townhomes can meet income qualifications for Kulshan Community Land Trust, or Habitat for Humanity in Whatcom County. KCLT helps middle-income earners — up to 80% AMI — buy their own homes. Visit their website here.
Since 1976, Whatcom-Skagit Housing has assisted over 700 families in building their own homes in Whatcom and Skagit Counties. Their Mutual Self-Help program combines each homebuyers sweat equity with technical assistance from WSH & affordable home loans from USDA Rural Development. Visit their website here.
Financial Education Resources
Since 1999, The Whatcom Dream has been providing financial literacy services to the Whatcom County community. With access to the right resources, people can become empowered by their own abilities and gain the confidence to fulfill their potential. Our eight-week classes cover basic financial principals in a casual, relaxed atmosphere. We have classes going all year long, in various times and locations throughout the county.
